If the air leaving one side of the tube sucks popcorn from the other side of the tube, you just described a vacuum cleaner. If the air is blown across the tube opening, thus causing a low pressure area on the opening (as velocity goes up, pressure goes down by conservation of energy/Bernoulli) which then causes an air stream through the tube, then that's the venturi. The difference is that the airflow from the air stream, and the air flow through the popcorn tube are two totally separate air streams where the first causes the second due to the previously described pressure change.
